they drop everywhere in EoTN and NF, pure luck.

quite a few drop in DoA from what ive seen

last two Max armor req 8 sheilds i have got have been from charr in Warband of brothers mish normal mode

Raptor Nestlings drop Great Conches very frequently, which are always Tactics. So a good farm to get a req8 tactics shield is raptor farming.

I got a req8 16AL insc tall shield from CoF the other day when it was the ZB. Selling it btw.
